The AI agent memory tier that stores 'how to do things' — the workflows, playbooks, and success patterns the agent has learned. Less commonly implemented at the individual-conversation level; often surfaces as a shared skill or playbook library the agent references (see Agent Skills). Distinct from Semantic Memory (facts) and Episodic Memory (events). In practice most 2026 agent frameworks blur procedural memory into their skills/tool-registry layer rather than modeling it as a separate memory tier.
